Reports had linked the Red Devils with Pedro for many weeks, and chairman Ed Woodward had even flown to Barcelona to see out the deal.
But in an unexpected turn of events the attacker put pen to paper on a deal at Stamford Bridge, believed to be worth £21million.
And former team-mate Alves has admitted he was not happy with how the move panned out, and had hoped he would remain with Barcelona.
"I told Pedro he should have stayed at the team but too many people got involved," he said.
"Had he stayed he would have been happy here but we don't make the decisions. If we did I would want him to stay for years."
Pedro has since struggled to make his mark in a Chelsea side that is currently 16th in the Barclays Premier League 8 matches in the season.
He has made seven appearances so far this term in the Premier League, scoring just one goal and making one assist.
However, despite his slow start to life in south-west London, he has insisted the move has made him 'happier' and insisted that he is happy with switching Barca for Chelsea .
"When someone gets to play, they gain rhythm, confidence, you're happier, you try out more things," he said.
"Leaving Barca was tough for me but I'm happy with the change."
